Bettye J. Banks
Senior Vice President for Education
Consumer Credit Counseling Service
of Greater Dallas
Banks has nearly 30 years of experience with CCCS of Greater Dallas and has been senior vice president for education since 1998. She is a certified financial counseling executive and a certified consumer credit counselor. Banks has logged more than 25,000 counseling hours and facilitated over 3,000 seminars, presentations and workshops on money management, credit and related topics. She is a published author of several consumer finance-oriented workbooks and regularly writes feature articles for various local and state publications, including Today's Dallas Woman, Dallas Family and Dallas Child. Often quoted by both print and broadcast media, Banks frequently appears as a money management and credit expert. Banks holds a B.A. degree from Dallas Baptist University.
Lupe Edens
Senior Public Affairs Representative
Federal Reserve Bank of Dallas
El Paso Branch
Edens promotes education programs for schools in the
El Paso, southern New Mexico and West Texas area. In
this capacity, she plans and coordinates the logistics for workshops and conferences that the El Paso Branch
sponsors. Edens has been with the Federal Reserve for 22
years. She began her career in the Checks Department
as a return-item and item-processing clerk and was later
promoted to check operations coordinator. She joined
the Public Affairs Department in May 2004. Edens has
a B.B.A. in management from the University of Texas at
El Paso.
Yvonne Fernández
Public Affairs Representative
Federal Reserve Bank of Dallas
El Paso Branch
Fernández is involved in coordinating logistics for bank
conferences and events. She also promotes economic
education at schools and financial institutions and to
the general public in the El Paso, southern New Mexico
and West Texas areas. She began working at the Federal
Reserve in 1998 as an administrative intern in the
Checks Department and was later promoted to check
operations analyst. She transferred to the Public Affairs
Department in May 2004. Fernández holds a B.B.A in
finance from the University of Texas at El Paso.
Don Raschke
Former Deputy Securities Commissioner
TexasState Securities Board
Raschke retired from the Texas State Securities Board (TSSB) in March 2007 after 25 years of state service. This summer, he returned on a temporary basis to work with TSSB's investor education program. Raschke began his career with TSSB as an analyst in the securities registration division. He was assistant director of the dealer registration division and chief financial officer before becoming deputy commissioner in 2003. He served on numerous committees and project groups with the North American Securities Administrators Association and for several years was a committee chair in the investor education section. He was also active in the Texas State Agency Business Administrators' Association (TSABAA) and served as the association's president in 2003. Raschke was chosen Administrator of the Year by TSABAA in 2006. Prior to joining TSSB, he worked for five years as a registered representative for A.G. Edwards and Sons, Inc. He holds a B.B.A. and an M.B.A. from the University of Texas at Austin.
Timothy L. Shaunty
President
Texas Council on Economic Education
Shaunty served as director of the Center for Economic Education at the University of Houston–Clear Lake before becoming president of the Houston-based Texas Council on Economic Education in 2001. During a 30- year career in higher education, he held a variety of positions, including research economist and director of governmental relations. After retirement, he taught government and economics in the public school system. Shaunty has earned multiple degrees in agricultural economics, sociology, business administration and architecture.
Luis E. Terrazas Jr.
Compliance and Internal Audit Manager
Capital Bank
Terrazas has been with Capital Bank since August of
2003. In addition to managing compliance and internal
auditing, he serves on the audit committee and is the
Banking Secrecy Act designate. Prior to joining Capital
Bank, Terrazas worked for Tower LLC as an operations
manager for training programs and services. He also
worked for Bank of America as a senior personal banker
for several years. Terrazas holds a B.B.A. in computer
information systems from the University of Texas at El
Paso.
Deborah Zuloaga
President and Chief Executive Officer
United Way of El Paso County
Zuloaga was appointed president and chief executive
officer of United Way of El Paso County in 2003 after
serving as the organization’s associate director and
resource development director and executive director
of the Girl Scouts of the Rio Grande. She is a member of
several community organizations, including the Rotary
Club of El Paso, Executive Forum, Las Palmas Medical
Center Women’s Advisory Board and Regional Economic
Development Corporation Advisory Team. She is also a
curriculum officer for Leadership El Paso. Zuloaga spent
10 years in Washington, D.C., where she served as deputy
associate director of the White House Presidential
Personnel Office and director of the Federal Advisory
Committee Office at the U.S. Department of Health and
Human Services. Zuloaga holds a B.B.A. in marketing
from the University of North Texas.
