About the Speakers
Joni Baird
First Vice President, Community and External Affairs
Washington Mutual
Baird is responsible for community and external affairs for Washington Mutual in Texas, Arizona, Colorado, Nevada and Illinois. She has held senior-level positions with several international corporations and has over 20 years of experience in banking and financial services, telecommunications and manufacturing. Baird has worked with nonprofit organizations to develop and implement programs that help individuals become financially literate and eligible to purchase a home. She is active in the education community and provides funding for programs supporting professional development for educators and education reform. She has developed award-winning national and local initiatives and in 2002 received Colorado’s Outstanding Professional in Philanthropy award. Baird is an adjunct professor in the master of nonprofit management program at Regis University in Denver. She holds a bachelor’s degree in business administration and a master’s in management.
Bettye J. Banks

Consumer Credit Counseling Service
of Greater Dallas
Banks has nearly 30 years of experience with CCCS of Greater Dallas and has been senior vice president for education since 1998. She is a certified financial counseling executive and a certified consumer credit counselor. Banks has logged more than 25,000 counseling hours and facilitated over 3,000 seminars, presentations and workshops on money management, credit and related topics. She is a published author of several consumer finance-oriented workbooks and regularly writes feature articles for various local and state publications, including Today's Dallas Woman, Dallas Family and Dallas Child. Often quoted by both print and broadcast media, Banks frequently appears as a money management and credit expert. Banks holds a B.A. degree from Dallas Baptist University.
Winiford Dunn
Assistant Vice President, Donor Relations
United Way of Greater Houston
Dunn leads a team of directors, managers, staff and more than 100 volunteers to raise funds and build relationships among United Way donors in the Greater Houston area. Since joining the United Way in 1987 as a campaign specialist, she has supported city officials and served on state government committees to develop and implement campaigns for both municipal and state employees. She was also involved in many United Way “firsts,” such as the world’s largest human rainbow and the Emmy awardwinning One Houston United telethon. Dunn began her career with the Texas Department of Human Services, where she spent 11 years as a lead social worker. She holds a bachelor’s degree in social work from Texas Southern University. Don Raschke

Raschke retired from the Texas State Securities Board (TSSB) in March 2007 after 25 years of state service. This summer, he returned on a temporary basis to work with TSSB's investor education program. Raschke began his career with TSSB as an analyst in the securities registration division. He was assistant director of the dealer registration division and chief financial officer before becoming deputy commissioner in 2003. He served on numerous committees and project groups with the North American Securities Administrators Association and for several years was a committee chair in the investor education section. He was also active in the Texas State Agency Business Administrators' Association (TSABAA) and served as the association's president in 2003. Raschke was chosen Administrator of the Year by TSABAA in 2006. Prior to joining TSSB, he worked for five years as a registered representative for A.G. Edwards and Sons, Inc. He holds a B.B.A. and an M.B.A. from the University of Texas at Austin.
Timothy L. Shaunty

Texas Council on Economic Education
Shaunty served as director of the Center for Economic Education at the University of Houston–Clear Lake before becoming president of the Houston-based Texas Council on Economic Education in 2001. During a 30- year career in higher education, he held a variety of positions, including research economist and director of governmental relations. After retirement, he taught government and economics in the public school system. Shaunty has earned multiple degrees in agricultural economics, sociology, business administration and architecture.
Princeton Williams

Williams joined the Dallas Fed in 2006. Previously, he taught economics, advanced-placement macroeconomics and AP microeconomics at R. L. Paschal High School in Fort Worth. Williams was selected as the lead teacher for AP economics for the Fort Worth Independent School District. As part of his district academic responsibilities, he mentored new economics teachers, conducted citywide review sessions for AP students, coauthored the district's economics curriculum and facilitated district professional development activities. Williams interned in the economic and market analysis division of the Department of Housing and Urban Development during his graduate studies. He received a B.B.A. from Southern Methodist University and an M.A. in economics from the University of Texas at Arlington.
