Richard W. Evans Jr. was appointed to the Federal Advisory Council by the Federal Reserve Bank of Dallas in 2009. He served on the Dallas Fed's board of directors from 2003 through 2008.

Evans is chairman and CEO of Cullen/Frost Bankers Inc. and Frost Bank. He is chairman of the board of directors of United Way of San Antonio and Bexar County, the San Antonio Economic Development Foundation and the San Antonio Medical Foundation.

Evans serves as a member of the business advisory council of the McCombs School of Business at the University of Texas at Austin and the board of trustees of the Texas State History Museum Foundation. He is a past chairman of the United Negro College Fund.

He holds a BBA from the University of Texas at Austin.
