Risk Management Workshop

The Federal Reserve Bank of Dallas offers a workshop on risk management for new directors of banks or bank holding companies. The program also can be used as a refresher course for experienced directors. The goal of the workshop is to help directors better understand and monitor risk management. Presented in the context of a hypothetical board meeting, the workshop includes hands-on exercises to apply the concepts learned. The workshop is presented by senior-level examiners commissioned by the Federal Reserve System. Each has significant experience in field examinations, training and other supervisory responsibilities.

The workshop consists of three sessions, covering various topics:

Session 1—Bank Performance

  • Balance sheet components and the portfolio risks they present.
  • Use of ratio analysis to judge a bank's earnings performance, asset quality and capital position.

Session 2—Credit Risk

  • Banking practices that often lead to poor lending decisions.
  • A checklist to help directors evaluate loan proposals.
  • Regulation O and Section 23A of the Federal Reserve Act, which address restrictions on lending to bank insiders and affiliates.
  • Regulation B, focusing primarily on spousal signature requirements on loan documents.
  • Elements of a loan policy, with emphasis on the loan policy as a tool for controlling credit risk.
  • Federal banking agency guidelines on real estate appraisals and the allowance for loan and lease losses.

Session 3—Liquidity and Market Risks

  • Sources of bank liquidity and ratios used to judge a bank's liquidity position.
  • Tools used to evaluate market risk and a bank's income and equity exposure to changes in interest rates.
  • Elements of the investment policy and its role in management of liquidity and market risks.

Class Size

A range of 5 to 15 participants is recommended. You may invite directors from more than one institution to achieve minimum class size. For larger groups, more than one workshop can be provided.

Workshop Length

The workshop lasts about six hours. However, the sessions are designed to stand alone, making it possible to present one or two sessions when time is limited or in conjunction with a regular board meeting. Each session takes about two hours to complete.

Location

The workshop can be conducted at your bank, at another site of your choice or at the Federal Reserve Bank of Dallas. You can host your bank's regular board of directors meeting at the Reserve Bank in conjunction with the workshop. If you come to the Reserve Bank, we can also arrange a tour of the facility, a presentation by an economist and lunch for participants.

Cost

The workshop is provided at no charge.
