Dallas Fed announces executive promotions

For immediate release: February 9, 2004

DALLAS—The Federal Reserve Bank of Dallas has announced the following promotions:

Mark A. Wynne has been promoted to vice president with continuing responsibility in the Research Department, where he also serves as senior economist. He joined the Dallas Fed in 1989 as an economist and later was promoted to assistant vice president.

His primary research interests include monetary economics and macroeconomics. Wynne has published in many leading professional journals and has taught at the University of Rochester and Southern Methodist University.

A native of Dublin, Wynne received his bachelor and master of arts degrees from the National University of Ireland and a master of arts degree and Ph.D. from the University of Rochester.

Lawrence G. Rex has been promoted to assistant vice president with continuing responsibility in the Audit Department.

Rex joined the Dallas Fed in 1968, serving in operations analysis and later in auditing. He was promoted to audit manager at the Houston Branch in 1978 and returned in 1981 to Dallas, where he has had continuing management responsibilities for various audit activities within the Eleventh Federal Reserve District. Prior to his promotion to assistant vice president, Rex served as audit officer.
He received his bachelor of science degree in industrial engineering from Millikin University in Decatur, Ill., and completed the Graduate School of Banking program at the University of Wisconsin with a major in audit. He also is a Certified Fraud Examiner.

William W. Shaffer Jr. has been promoted to operations officer. He will have direct oversight responsibilities for check operations within the Bank’s Payments Services Department. Previously, he was manager of day check operations for the Dallas office.

Shaffer joined the Dallas Fed in 1983. During his tenure, he has held several positions within the Information Technology Services and Payments Services departments, including programmer, systems analyst, project leader, technical consultant, and software development and support manager.

He earned a bachelor of science in computer science from Southeast Missouri State University and a master of business administration from Baylor University and completed the Graduate School of Banking program at the University of Colorado at Boulder.
