Dallas Fed announces executive promotions

For immediate release: March 28, 2011

DALLAS—The Federal Reserve Bank of Dallas has announced the following promotions:

— Bob Coberly has been promoted to examining officer with continuing responsibility in the Banking Supervision Department, including coordinating the Dallas Fed’s new role under the Dodd–Frank Act of supervision of thrift holding companies.

Coberly joined the Dallas Fed as a bank examiner in 1984 and has served as director of examinations since 2000. He also worked as a bank examiner for the Kansas Department of Banking.

Coberly holds a bachelor’s degree in business administration and an MBA from the University of Kansas.

—Jeff Garrett has been promoted to financial management officer.

Garrett joined the Dallas Fed in 1999 and served in staff and management positions in human resources and information technology prior to joining the financial management group.

Garrett holds a bachelor’s degree in management from Hardin-Simmons University and a master’s degree in human resources from the University of Texas at Arlington. He is a certified internal auditor, certified information systems auditor and project management professional.

—Rob Jolley has been promoted to assistant vice president in the Banking Supervision Department.

Previously, Jolley served as examining officer. Jolley is a member of the Dallas Fed’s accounting advisory committee and Federal Reserve System’s accounting communication network.
He is a certified public accountant and holds a bachelor’s degree in accounting and a master’s degree in business. He is a member of the American Institute of Certified Public Accountants and Texas Society of CPAs.

—Rita Riley has been promoted to assistant vice president in the Information Technology Department with continuing responsibility as the Dallas Fed’s principal technology architect.

Riley joined the Dallas Fed in 1985 in the Audit Department and also worked the in Corporate Banking Department before transferring to Information Technology in 1993.

Riley is a graduate of Eastfield College and has served as a software architect for several business lines within the Federal Reserve.
