Dallas Fed announces executive promotions

For immediate release: January 15, 2013

DALLAS—The Federal Reserve Bank of Dallas has announced the following promotions:

— Dex Beyene has been promoted to financial management officer.

Beyene began his career with the Dallas Fed in 1999 and has held a variety of positions in the bank’s Financial Management Department. Previously, he worked for the Louisville Branch of the Federal Reserve Bank of St. Louis and for Bank of America.

He holds a bachelor’s degree in business administration from Berea College in Kentucky.

— Leonard Edgar has been promoted to examining officer with responsibility for bank examiners at the Dallas Fed’s San Antonio Branch.

Previously, Edgar served as director of examinations in the Dallas Fed’s Banking Supervision Department. Edgar joined the bank as an assistant examiner in 1987 and has also worked for commercial banks as both an operations officer and lending officer.

He holds a bachelor’s degree in finance from the University of Texas at Arlington and is a graduate of the Southwestern Graduate School of Banking at Southern Methodist University and the Graduate School of Banking at the University of Wisconsin.

—Thomas F. Siems has been promoted to senior economist and economic outreach officer in the Dallas Fed’s Financial Institution Relationship Management Department.

Previously, he served as senior economist and director of economic outreach. Siems joined the bank in 1984 in the Operations Analysis Department. He is a senior lecturer in the Engineering Management, Information and Systems Department in the Bobby B. Lyle School of Engineering at Southern Methodist University.

Siems holds a bachelor’s degree in industrial and operations engineering from the University of Michigan and a master’s degree and doctorate in operations research from Southern Methodist University.
