Paul L. Foster

Paul L. Foster is a member of the Federal Reserve Bank of Dallas Energy Advisory Council.

Foster is the founder and chief executive officer of Franklin Mountain Investments, LLC, and its affiliated companies. He is also the founder and former executive chairman of Western Refining Company, Inc. and former chairman of Western Refining Logistics, LP.

Foster serves as chairman of ERCOT and is a member of the Texas Parks and Wildlife Commission. He serves on the boards of Jordan Foster Construction, Vomaris Innovations, Inc., and WestStar Bank. Additionally, he is on the board of trustees of the Baylor College of Medicine. Previously, he was a director of the El Paso Branch of the Federal Reserve Bank of Dallas, vice chairman and chairman of The University of Texas System Board of Regents, and chairman of The University of Texas Investment Management Company (UTIMCO).

He has received the Baylor University Distinguished Alumni Award and was inducted into the 2013 Class of the Texas Business Hall of Fame. In 2007 and 2013 he was presented with the City of El Paso’s highest honor, the Conquistador Award. He was named El Pasoan of the Year twice, inducted into the El Paso Business Hall of Fame, and was previously named as El Paso’s Entrepreneur of the Year.

Foster holds a bachelor's degree in accounting from Baylor University.
