Dallas Fed announces executive promotions

For Immediate Release: August 11, 2020

DALLAS—The Federal Reserve Bank of Dallas has announced the following promotions:

Amy McGregor has been promoted to vice president in the Banking Supervision Department. She will assume responsibility for consumer compliance, mergers and acquisitions, enforcement and holding company supervision in the Eleventh Federal Reserve District. Previously, McGregor was assistant vice president. McGregor holds dual bachelor’s degrees from Texas Woman’s University, a master’s degree from the University of North Carolina at Greensboro and an MBA from Southern Methodist University.  McGregor is a certified information systems auditor.

Paul R. Wheeler has been promoted to vice president in the Banking Supervision Department of the Dallas Fed’s Houston Branch. His responsibilities include supervision of all foreign banking organizations operating within the Eleventh Federal Reserve District. Previously, Wheeler was assistant vice president. Before joining the Dallas Fed, Wheeler worked as a staff auditor at First City Bancorporation of Texas in Houston. Wheeler earned a bachelor’s degree in finance from Louisiana State University and an MBA from the University of Houston.  Additionally, he completed the Graduate School of Banking program at the University of Colorado.

Lorenzo Garza has been promoted to assistant vice president in the Banking Supervision Department with responsibility for all specialty supervision areas. Garza also serves as lead for the Federal Reserve System’s horizontal capital review of large banks and pandemic capital exam, a deeper assessment of large bank stress during the pandemic. Previously, he was a director of examinations. Garza received a bachelor’s degree from the University of Texas at San Antonio, a master’s from Syracuse University and an MBA from New York University. Garza also completed an executive education program at Harvard Business School.
