Willie Chiang

Willie Chiang joined the Houston Branch board in 2026.

Chiang is chairman, chief executive officer and president of Plains All American Pipeline (PAA), and its general partner holding company Plains GP Holdings. PAA ranks among the largest crude oil transportation companies in North America.

PAA is a midstream infrastructure company and owns an extensive network of pipeline transportation, terminalling, storage and gathering assets in key crude oil and natural gas liquids-producing basins and transportation corridors at major market hubs in the United States and Canada.

Before joining PAA in 2015, Chiang worked at Occidental Petroleum Corp. His career also includes executive positions at ConocoPhillips. Chiang's career began in 1981 with Chevron, where he started in refining.

Chiang serves on various corporate and community boards, including Delta Air Lines and Performing Arts Houston, and he is actively involved in industry organizations. Chiang holds a bachelor's degree in mechanical engineering from the South Dakota School of Mines and Technology and completed the Advanced Management Program at the University of Pennsylvania's Wharton School of Business.
