Garrett Groves
Garrett Groves is a member of the Federal Reserve Bank of Dallas Community Advisory Council.
Groves is vice chancellor for strategic initiatives at Austin Community College District, where he leads efforts to align workforce and economic development and higher education systems across Central Texas. In this role, he works alongside public and community partners with major regional employers, including Samsung Electronics, NXP Semiconductors, Tesla Inc. and Applied Materials, to expand access to high-demand careers for students and working adults.
Additionally, he serves in leadership and advisory roles with the Austin Regional Manufacturers Association, Workforce Solutions Capital Area and Rally Austin. He serves as workforce subcommittee chair for the Texas Semiconductor Innovation Consortium and on the Texas A&M Semiconductor Institute’s external advisory committee and the United for ALICE initiative’s Texas research advisory committee.
Prior to joining ACC, Groves was director of the Economic Opportunity program at Every Texan, where he led policy and research efforts to expand economic mobility across the state. He also served as a scholar in residence at the Federal Reserve Bank of Dallas and held policy roles at the National Governors Association and the U.S. Department of Labor.
Groves earned a Ph.D. in higher education leadership and policy and a master’s in public affairs from The University of Texas at Austin and a bachelor’s degree from the University of Denver.
