Thomas GuerraThomas Guerra is a senior advisor in Community Development at the Federal Reserve Bank of Dallas. Based at the San Antonio Branch, he focuses on aligning banks, residents and intermediaries to build ecosystems that maximize investment for economic prosperity of low- and moderate-income (LMI) people and places.

Previously, Guerra worked in economic development and finance, municipal public works, community organizing and higher education research and management. He has two decades of experience serving on boards and committees that bolster economic opportunities for LMI and neurodiverse communities.

Guerra holds a BS in urban planning from the Massachusetts Institute of Technology and a Master of Public Administration from Columbia University.
