Thomas Guerra
Thomas Guerra is a senior advisor in Community Development at the Federal Reserve Bank of Dallas. Based at the San Antonio Branch, he serves as co-lead for initiatives relating to the Community Reinvestment Act and digital inclusion. He focuses on aligning banks, residents and ecosystems to advance economic resilience and mobility among low- and moderate-income populations.

Previously, Guerra worked in economic development and finance, municipal public works, community organizing and higher education research and management. He has nearly two decades of experience serving on boards and committees supporting diversity, equity and inclusion strategy to bolster economic opportunities for low- and moderate-income, minority and neurodiverse communities.

Guerra holds a BS in urban planning from the Massachusetts Institute of Technology and a Master of Public Administration from Columbia University.
