Johnny Brooks

Harry J. (Johnny) Brooks joined the Federal Reserve Bank of Dallas board in 2026.

Brooks is currently chairman, chief executive officer and president of Citizens State Bank, a position he has held since September 2021 following the acquisition of Security Bankshares, the parent company of Citizens. Brooks has over 42 years of experience in the banking industry, serving the greater Houston metropolitan area.

Brooks has led multiple financial institutions, including Commercial Bancshares Inc., Kingwood Regional, First Financial Bankshares, Sterling Bank and Partners Bank of Texas.

His community involvement includes serving on the boards of various organizations, including the March of Dimes and the Greenspoint Chamber of Commerce.

He holds degrees from the University of Texas and the University of Houston. He also graduated from the National Commercial Lending Graduate School at the University of Oklahoma. His professional certifications include the Risk Management Association Credit Risk Certification for commercial lending.
