Dallas Fed announces executive promotions

For Immediate Release: January 18, 2018

DALLAS—The Federal Reserve Bank of Dallas has announced the following promotions.

—Tommy Alsbrooks has been promoted to senior vice president with continuing responsibility for the National IT–Endpoint Services Department. He will also assume responsibility for the Treasury Services Department. Previously, he served as vice president and Endpoint Services executive. Alsbrooks joined the Dallas Fed in 2003. He holds an associate degree in Business Information Systems from Eastfield College, a BBA in finance from the University of Texas at Dallas and is a graduate of the Harvard Business School’s general management program.

—Tara Payne has been promoted to vice president with responsibility for the Eleventh Federal Reserve District’s internal and external communications and the Dallas office’s outreach program. Previously, she served as assistant vice president in the Communications and Outreach Department. Payne joined the Bank’s San Antonio office in 2007. Tara holds a BS in business from Wayland Baptist University.

—Roy Lopez has been promoted to assistant vice president with continuing responsibility for the Community Development Department. Previously, he served as community development officer. Lopez rejoined the Bank in 2015. He holds an MS in urban administration from Trinity University and a BA in political science from Texas A&M University.

—Marcus Propps has been promoted to assistant vice president with continuing responsibility for the Dallas Cash Department and will assume direct responsibility for the El Paso Cash Department. Previously, he served as operations officer. Propps joined the Bank in 2000. He holds a BS in finance from Oklahoma State University.

—Katherine Sedgwick was promoted to assistant vice president with continuing responsibility for budget, risk and strategic investments. Previously, she served as financial management officer. Sedgwick joined the Bank in 2011. She holds both a BS and an MS in accounting from the University of North Texas and is a certified public accountant.

—Terri Elzner was promoted to administrative officer with responsibility for all shared services operations in the Communications and Outreach Department. Previously, she served as director, shared support services in the Banking Supervision Department. Elzner joined the Bank in 1995. She holds a BBA in accounting from St. Mary’s University.

—Susan Frear was promoted to corporate planning officer with responsibility for the Corporate Planning Department. Previously, she served as manager of corporate planning. Frear joined the Bank in 2014. She holds a BA in history from the University of Dallas, an MA in organizational development from the University of Phoenix and a Ph.D. in applied technology and performance improvement from the University of North Texas.
