Owen Kay is a former research economist at the Federal Reserve Bank of Dallas and an external research affiliate of the Center for Energy Economics. He is an assistant professor in the Economics Department at Williams College. His recent research focuses on the interaction between trade and optimal energy policy as well as the role of transmission in wholesale electricity markets. He received a PhD in economics and public policy from the University of Michigan in 2025, and a BA in economics and physics from Williams College in 2017.
