Owen Kay is a research economist at the Federal Reserve Bank of Dallas. He joined the Dallas Fed in 2025.
His academic research interests include energy markets and public finance. His recent research focuses on the interaction between trade and optimal energy policy as well as the role of transmission in wholesale electricity markets.
He received a PhD in economics and public policy from the University of Michigan in 2025, and a BA in economics and physics from Williams College in 2017.
